Mô Tả Công Việc

Role Overview:
• The Head of Programme Development (Youth) has the responsibility to provide overall vision and leadership for AAV’s youth engagement programmes and projects. He/she facilitates the core team of staff and partners responsible for planning, design, fundraising, and delivery of the programmes and projects in Vietnam and ASEAN region.
• The HPD reports and represents the youth engagement programmes and projects to Strategic Executive Team (SET) and project steering committees. She/he manages the consortium, and represents AAV to government stakeholders, donors, and other partners.
• Other authorities are stated in the Delegation of Authority Framework (DAF).

Role Accountabilities:
1. Strategy
1.1. Take lead in tracking new trends and good practices in development programming, developing new initiatives, projects, and programs towards achievements of ActionAid Vietnam’s commitments in its prevailing Country Strategy Priorities (CSP).

2. Governance
2.1. Thoroughly understand and fully comply with the decision-making processes and accountabilities of the organization.
2.2. Actively contribute to building a healthy, transparent, and just governance in ActionAid Vietnam.
2.3. Provide input and advice to the Executive Director and Program Director for reporting at board meetings.
2.4. Take lead in the reflection process, provide recommendations, and improve the system, policies, procedures, and process.

3. Fund Raising
3.1 Provide technical inputs to the design and delivery of AAV’s resource mobilisation plans.
3.2 Identify program funding gaps, new funding opportunities, and develop concept notes and proposals to ensure a sustained and diversified funding base for the youth engagement programmes and projects.
3.3 Enhance donor relationship through donor visits, reporting, networking, and other purposive engagements.

4. Organizational Culture Embrace
4.1 Capacity Building
4.1.1. Lead trainers/facilitators in capacity trainings, inductions, coaching, etc. for communities, staff, and partners to deliver AAV’s youth engagement programmes and projects.
4.1.2. Facilitate the development of the youth engagement programme/project guidance, manuals, hand-on experience documents to related stakeholders.
4.2 Cultural and Human Resources Management
4.2.1. Engage in human resources management to enhance organizational culture through recruitment, line staff performance management, on-the-job induction, training, review, coaching, mentoring, and advice to supervised staff and ensurethey are appropriately motivated and trained and that they fulfil their responsibilities to the required standards.
4.2.2. Performance Management: Adherence to AAV PROFILE (Accountability, Adaptation, Value, Partnership, Respect, Obtain to innovation, Fairness and Justice, Integrity, Leadership without authority, Expertise)

5. Operations
5.1. Programme and Projects
5.1.1. Lead technical direction and strategy development and ensure an integrated vision across components.
5.1.2. Facilitate the development and implementation of annual technical work plans and oversee the performance of the projects in line with set objectives, outcome, workplan and budget.
5.1.3. Identify issues and risks related to youth engagement programme/project implementation in a timely manner, conduct appropriate programme adjustments and/or escalate appropriately.
5.1.4. Be accountable to related stakeholders for the programme/projects.
5.2. Research and Advocacy
5.2.1 Take lead in research and advocacy work for evidence-based advocacy.
5.2.2 Coordinate communication and advocacy campaigns and events.
5.2.3 Facilitate staff and partners to ensure timely release of position statement, policy briefs, research reports, and other essential publications for campaigning and advocacy.
5.2.4 Ensure stories of change are collected in quality and timely manner to promote ActionAid's website and social media sites.
5.3. Partnership Management
5.3.1. Take lead in developing AAV’s partnership strategy and plans.
5.3.2. In charge of networking and screening to identify partnership opportunity for follow-up.
5.3.3. Establish and maintain partnership MoU, agreement contract with new and existing partners.
5.3.4. Ensure guidance, review, and approval of partners’ programme concept,proposals, work plans and budget, fund requests, narrative reports, and financial reports.
5.3.5. Conduct regular field level visits to programme/project areas to provide support and supervision, and guide programme implementation.
5.4. Monitoring and Evaluation
5.4.1. Ensure that MEL approaches are embedded in youth engagement programme/project delivery.
5.4.2. Coordinate the completion of youth engagement programme/project reports to ensure AAV’s commitments with donors, partners, government agencies and other related stakeholders.
5.5. Others: Deliver other tasks assigned by line manager.

Person Specification
• Education:
- Master’s degree in social science, communication, economic development, or relevant fields.
• Experience:
- Minimum 5 years of experience working on the community development and relatedfields in the similar position.
- Experience of working within a multi-cultural team.
• Essential knowledge and skills:
- Leadership and management.
- Fluency in written and spoken English and native/national language.
- Analytical skills with a strong background in basic research.
- Networking, influencing and interpersonal.
- Proposal and concept note writing.
- Work independently and under pressure.
- Program/project design and program cycle management.
- Resul-based management and learning.
- Coordinate and work in diverse circumstances in a culturally appropriate manner.
- Excellent presentation, communications, and negotiation skills.
