We are seeking an experienced and highly motivated Risk-Based Inspection (RBI) Project Manager to lead the implementation and continuous optimization of RBI programs within refinery plants. The successful candidate will be responsible for overseeing all aspects of the RBI project, from initial assessment and data collection to inspection planning, execution, and ongoing program management. This role requires a strong understanding of refinery operations, mechanical integrity, corrosion mechanisms, and relevant industry codes and standards (e.g., API RP 580, API RP 581).

Responsibilities

Project Leadership & Management:

• Lead and manage the full lifecycle of RBI projects, ensuring they are delivered on time, within budget, and to the highest quality standards.
• Develop comprehensive project plans, including scope, objectives, deliverables, timelines, resource allocation, and risk mitigation strategies.
• Coordinate and collaborate with multi-disciplinary teams including operations, maintenance, engineering, corrosion specialists, NDT technicians, and third-party contractors.
• Monitor project progress, identify potential deviations, and implement corrective actions as needed.
• Prepare and present regular project status reports to stakeholders and senior management.

RBI Program Development & Implementation:

• Oversee the collection and validation of critical equipment data, including design specifications, historical inspection records, process conditions, and material properties.
• Conduct qualitative, semi-quantitative, and quantitative risk assessments (Probability of Failure - PoF and Consequence of Failure - CoF) for various static equipment (pressure vessels, piping, tanks, heat exchangers, pressure relief devices, etc.) using industry-recognized methodologies (e.g., API RP 580/581).
• Identify and analyze relevant damage mechanisms (e.g., corrosion, erosion, cracking, fatigue) and their impact on equipment integrity.
• Develop optimized inspection plans and strategies based on RBI assessment results, prioritizing high-risk equipment and focusing inspection efforts on critical areas.
• Establish appropriate inspection intervals and methods (e.g., NDT techniques) to effectively monitor equipment condition and detect potential degradation.
• Implement and manage RBI software and databases (e.g., Meridium, PCMS) to ensure accurate data management, analysis, and reporting.

Mechanical Integrity & Compliance:

• Ensure all RBI activities and inspection plans comply with internal company standards, industry codes (e.g., API 510, API 570, API 653, ASME PCC-3), and relevant regulatory requirements.
• Support the development and optimization of site-specific inspection procedures and Mechanical Integrity programs.
• Participate in incident investigations and Root Cause Failure Analyses (RCFA) related to equipment failures.

Continuous Improvement & Mentorship:

• Continuously optimize RBI plans to improve plant reliability, reduce inspection and maintenance costs, and minimize unplanned downtime.
• Provide technical guidance, mentoring, and development to less experienced inspectors and engineers.

Qualifications:

• Bachelor's degree in Mechanical Engineering, Chemical Engineering, Materials Science, or a related field.
• Minimum of 10 years of progressive experience in mechanical integrity, inspection, or reliability engineering within a refinery or petrochemical plant environment.
• Proven experience leading and managing Risk-Based Inspection (RBI) projects from initiation to completion.
• In-depth knowledge of RBI principles and methodologies (API RP 580, API RP 581, ASME PCC-3).
• Strong understanding of various damage mechanisms prevalent in refinery environments.
• Familiarity with various Non-Destructive Testing (NDT) techniques and their applications.
• Proficiency in using RBI software and inspection data management systems (e.g., Meridium, PCMS, SAP PM).
• Excellent project management skills, including planning, scheduling, risk management, and resource allocation. PMP certification is a plus.
• Strong analytical, problem-solving, and decision-making abilities.
• Exceptional communication, interpersonal, and presentation skills, with the ability to effectively interact with all levels of the organization.
• Demonstrated commitment to safety and environmental stewardship.
• Experience with Fitness-for-Service (FFS) assessments.
• Knowledge of Integrity Operating Windows (IOWs) and Corrosion Control Documents (CCDs).
