Aiming at scaling up the program through a government model nationwide, we are looking for a Finance Manager as following:

* Main duty: The Finance Manager will be responsible for ensuring smooth operation of all financial planning and accounting activities, maintaining integrity of the team and financial and accounting system, implementing internal control across the organization.

* RESPONSIBILITIES:
- Support the Country Director (“CD”) to prepare annual national budget and business plans. Maintain the Adaptive Budget System for Vietnam.
- Review payroll files submitted by Accountants for accuracy and alignment to approved budget and forecast, ensure timely submission to CD and CFO for final approval and release.
- Review payment and advance requests submitted by Accountants for accuracy and alignment to approved budget and forecast, ensure timely submission to CD and CFO for final approval and release.
- Maintain the QuickBook accounting system locally that will work with the OneSky Big Book by accounts and be compliant with GAAP.
- Implement the internal control policies and procedures up to OneSky’s standards.
- Manage the National Bank Account (OneSky Vietnam) including report generation and bank reconciliation each month.
- Prepare/review the month end and year end accounting closing, to generate financial statements and narrative report.
- Prepare/assist the period proposal and financial reports to the Government and Donors (on Vietnam expenses) as required.
- Prepare local tax filing to be compliant with local taxation and other regulatory requirements.
- Ensure program funding is released on schedule and oversee the corresponding accounting by the program sites.
- Supervise the workload and job quality of accountants, facilitate career development discussions as needed, and complete annual APR review together with CD.
- Closely work with the global finance team on any related finance matters.
- Cooperate with auditor(s) for annual local / international audit.

* Reports to: Country Director (in-country support) and Chief Finance Officer (finance and accounting)
