JOB SCOPE

POSITION SUMMARY/NHIỆM VỤ CHÍNH:

• Devise and implement full spectrum of Human Resources development plans for the whole Company to cope with operation needs and future development.

• Develop, modify, and implement Company Personal Policies and Procedures to gear with hotel needs in addition to Group Personal Policies and Procedures.

• Take full responsibility in all spectrums of personnel functions for the Company, covering manpower planning and control, recruitment, employment, compensation, salary and welfare administration, labor relations, health and safety, and staff training and development.

RESPONSIBILITIES/TRÁCH NHIỆM CÔNG VIỆC:

Set up the administrative and personnel system:

• Devise and editing Hotel Policy, Regulation, Guidance, Internal and External Documents in accordance with the Management needs.

• Develop and implement Hotel Personnel Policies.

• Manpower Planning and Control

• Prepare the yearly manpower budgets of the Whole Hotel and each department as well.

• Forecast future manpower deficits and surpluses and recommend strategic plans for maintaining optimal staffing level to cope with operation needs.

• Re design and conduct the job description to ensure efficient utilization of manpower and maintain the set of job description and specification for each position in the Hotel as well.

Recruitment

• Oversea the recruitment progress and procedures of the Hotel to ensure that qualified candidates can be attracted to cope with the continuous upgrading program.

• Expedite recruitment of management staff (both local and overseas hired).

Employment

• Update and advise the Management on employment and related legislation requirements and ensure the compliance.

• Direct and supervise the implement of employment formalities and ensure that all will be complied with the Labour Code of the Socialist Republic of Vietnam and the other guidance documents.

• Be responsible for work permit application for overseas hired employees.

Staff Training and Development

• Devise the training plans, objectives and budget.

• Analyze the training needs and co-ordinate with all Department Heads in designing and organizing the training courses.

Salary Administration and Control

• Conduct job evaluation for fixing salary scales based on the Hotel policies and the Management’s decision.

• Co-operate with Accounting to prepare the monthly and yearly payrolls and control on payroll and related expenses as well.

Employee Benefits

• Review and develop a comprehensive remuneration package including bonus, medical and social insurance, retirement or severance benefits, and staff facilities to ensure that it is competitive enough to retain/attract existing staff/applicants.

• Perform the necessary formalities concerning to staff benefits such as allowances of social insurance, sickness or maternity …

• Co-ordinate with related department in supplying uniform, staff meal, and other facilities.

• Make advantages for all staff to join the Trade Union and ensure that they have the rights of taking part in Trade Union activities.

• Take care of staff on special occasions of birthday, wedding, funeral, sickness, Children Day, Woman Day …

Health and Safety

• Design the plans of working safety and hygiene, and the measures for improving working conditions.

• Closely monitor the quality of services of Staff Clinic

• Employment Relation/Communication

• Remind all staff to adhere strictly Hotel Regulation.

• Ease conflicts between staff and department heads/outlet heads to wipe off staff discontent.

• Handle all labour dispute cases, staff grievances and complaints.

• Enforce disciplinary action on staff that violates Hotel Regulations.

• Maintain good relation between employees and the Management and among employees themselves.

Personnel Records

• Update all personal files and records and ensure that they are kept in confidential and safe manner.

Internal Meeting

• Organize and attend department meeting (if any) for discussing & settling the personnel problems, issuing the Management Memo or Policies, and giving feedback to The Management on any arisen solutions.

External Liaison

• Contact with local authorities (Department of Labour, Invalids and Social Affairs, Social Insurance Co., Medical Insurance Co.), advertising Hotel, suppliers (staff meal, uniform…)

• Attend the meetings requested by local authorities and feedback to Management on any arisen solutions and update the information concerning to the new regulations or amendment of the Labor Code.

ABILITIES/KEY COMPETENCIES/SKILLS/KỸ NĂNG CẦN CÓ:

• Good Communication skills.

• Proficient in the use of Microsoft Office.

• Problem solving, reasoning, motivating, organizational and training abilities.

• Good Communication and writing skills.

• Strong Leadership skills in managing teams.

• Ability to manage complex relationships.

• Fluent in English.

EDUCATION/CERTIFICATES/EXPERIENCE/YÊU CẦU CÔNG VIỆC:

• University Degrees & above (specialize in HR & Adm. Management, Law,Administration Business)

• Minimum 8 years HR experience, of which, at least 3 years at supervisor level

• Rich in Human Resources knowledge

• Excellent written and verbal communication skills in English is a must.

• Highly motivated, flexible, reliable, honest, and resistant to pressure.

• Good in operation management and problem-solving skill

• Ability to analyze organizational behavior as well as human behavioral characteristics and motivations
