Position Objective
The Country Facilities Manager provides strategic leadership and operational management of all properties, buildings and infrastructure assets across all Cognita schools in Vietnam. This role is critical in ensuring efficient management of campus operations, offering functional and effective facility systems, and leading the development and implementation of new initiatives that facilitate the smooth operation of all School sites.
The Country Facilities Manager operates with a high level of autonomy and is expected to display reliable leadership, communication, and technical skills to guarantee the safety, security, and efficient operation of all facilities and equipment.
This role is responsible for:
The planning and implementation of cost-effective and quality facility services at all campuses including maintenance, cleaning, security, waste management, car parking, utilities management, vehicle fleet services, food catering services, health & safety, landscaping and other outsourced services
Management of facilities master planning, capital works projects, facility rental and refurbishment projects
Senior level interaction and negotiation with service providers, regulatory authorities, government bodies and internal clients
Developing policies and procedures in order to improve the performance of the Facilities Department
Responsibilities
The Country Facilities Manager reports directly to the Managing Director and performs key duties, including but not limited to:
Facilities Services
Develop and implement operations and facilities-related strategies across all Cognita school campuses in Vietnam, in line with the Group's strategic plans
Serve as a member of the school’s Senior Leadership Team Operations (SLTO), regularly meet and consult with other SLTs to support division or school-wide initiatives
Developing and implementing facility management policies, procedures, and best practices to ensure operational activities are managed and executed efficiently and effectively
Oversee day-to-day operations, ensuring that all facilities-related service requests are timely and properly delivered, including:
- Cleaning
- Security & parking
- Waste management & Recycling
- Landscaping
- Catering & Events supports
- Transports / School bus service
- Other out-sourced services as required
Take the lead role in the facilities' aspects of crisis management to ensure minimal disruption to on-campus activities
Staff recruitment, supervision, and management to meet the goals and objectives of Schools, including the conduct of performance management reviews, and professional development, to ensure optimum performance within a team environment
Contractor selection and management - taking part in Tenders, Contract Management, Contract Compliance, Contract Administration and Contractor work evaluation for (1) School bus service (2) Cleaning service (3) Security Service (4) All maintenance services related to grounds and buildings (5) Waste disposal systems, recycling activity, and mail service
Classroom space planning and resources allocation
Maintenance & Repairs
Manage and coordinate all facility maintenance, repairs, and upgrades
Develop and manage a preventive maintenance program that ensures that building systems and equipment are serviced and maintained regularly to minimize downtime and prolong equipment lifespan
Coordinate insurance claims for facilities damages
Health & Safety
Ensuring compliance with relevant health and safety regulations, building codes, and other legal requirements
Overseeing and managing the security of the building, including access control, surveillance, and security systems
Effective management of relationships with local authority organizations related to Facilities safety (fire police, local police, Department of Natural Resources and Environment, Food safety)
Safeguarding
Ensuring the team’s operations complies with the school’s safer recruitment and safeguarding policies
Budgeting & new construction support
Prepare, negotiate, and agree on annual Repair and Maintenance Opex and Capex budgets
Monitor the facility operating plan and expenditure of budget funds allocated to each campus
Perform analysis and forecasting, including contributions towards a five/ten-year plan of maintenance, facility improvement, and cost reduction initiatives
Assist in the development of capital budgets for the property and support the Vietnam Estates Manager for development projects
Extended professional role
Lead in developing the right culture by taking every opportunity to promote the philosophy and policies of the Cognita Group & its constituent schools
Take responsibility for students and fellow team members in times of emergency
Communicate positively and appropriately with staff, leadership, and members of the school community
Perform other duties as required by the Managing Director

Key to success (Key Selection Criteria)
Successful candidate will demonstrate the best combination of the following characteristics:
Proven Facilities Management experience, preferably within an educational environment
Demonstrated experience in the supervision of building works, contractor management, and contract
preparation/administration
Project Management knowledge, qualification and/or experience
High level interpersonal and communication skills, including the ability to establish strong links with key stakeholders as well as the ability to negotiate effectively and work through issues constructively
Demonstrated staff management experience
Working knowledge of budgets, forecasting, and metrics
Proficient computer skills
Qualifications
Bachelor of Engineering/Management or related fields with solid knowledge of local occupational safety requirements or other relevant experience
At least 15 years of experience in Facilities and 5 years in senior management.
Experience with security management

Term of Employment
Working Hours: 8:00 am – 5:00 pm, Monday to Friday. Occasional after hour work to be expected.
Annual Leave: 12 days per school year
Additional Paid Leave: 13 days per school year

The job holder’s responsibility for promoting and safeguarding the welfare of children and young person’s for whom s/he is responsible, or with whom s/he comes into contact will be to adhere to and ensure compliance with the relevant Cognita Safeguarding; Child Protection Policy and Procedures at all times. If in the course of carrying out the duties of the role, the job holder identifies any instance that a child is suffering or likely to suffer significant harm either at school or at home, s/he must report any concerns to the School’s Child Protection Officer/Designated Safeguarding Lead or to the Head or indeed to the Regional CEO so that a referral can be made accordingly to the relevant third party services.
