Position Summary

The HR Principal Advisor will be reporting to the Employee Relations Manager. The HR Principal Advisor has a ‘solutions focused’ and critical thinking approach with significant HR expertise, operational knowledge and experience across the various human resource functions that sit within the team. The Advisor will be responsible in the overall governance and act as the subject matter expert on the interpretation of HR related policies and procedures, ensures that all RUVN policies and guidelines are up to date, check RUVN internal standards and legal compliance at all times. The position is also responsible for strengthening relations with key VN government and industry stakeholders such as but not limited to the RUVN Trade Union team. Lastly, the Advisor will be providing support to all ER related activities such as conducting investigations activities, reporting and other data analytics functions.

Reporting Line

Reports to: Employee Relations (ER) Manager, Human Resources

Key Accountabilities

  • Subject Matter Expert (SME)
  • Collaborates with the HR Team and other key stakeholders, support the development and execution of the People Strategy.
  • Providing expert advice to the team related to the interpretation and policy creation.
  • Acts as liaison between HR and Legal Team to get better understanding of Labour Law regulations or legal related questions that greatly affects HR’s day-to-day operations.
  • Policy Management and Legal Compliance
  • Develop and implement of People policies and practices that support RMIT Vietnam’s strategic direction whilst also ensuring compliance with relevant Vietnam law and alignment with RMIT University standards; coordinate ongoing policy and process development and review in consultation with the appropriate stakeholders.
  • Overall responsible for policy management and governance. This role includes facilitation of regular policy and guidelines review and maintenance. Ensure that all policies, guidelines and resources uploaded in RMIT policies site are up to date. The Policy Manager may also author and/or own policies and guidelines, as the need arises.
  • Ensure all HR processes are legally compliant with government including DOLISA, MOLISA, and adherence to mandatory audit requirements to ensure HR key deliverables are met and any developments in legislation is briefed to our People Team (as needed) in terms of the changes and potential impacts.
  • Ensure Internal Labor Rules (ILR) fully reflect business requirements in the University; updating the ILR as necessary and in partnership with Legal and Compliance.
  • Stakeholder Management
  • Develop valuable relationships with key stakeholders to support the resolution of complex issues, effect change and optimize implementation of initiatives to deliver planned benefits.
  • Strengthen connections with DOLISA, City Union, local Trade Union and/or other employees’ representation organizations, influencing where appropriate, to ensure employer and employee dialogue and democracy, including staff consultation process, as and when required. Provide advice and support in handling collective labor bargaining or similar.
  • Projects and Initiatives
  • Partner with RMIT Australia colleagues and People Managers across RMIT Vietnam to support the development of remote resource sharing initiatives, policies and processes, to strengthen collaboration between RMIT University, RMIT Training and RMIT Vietnam.
  • Proactively spot and identify gaps within the existing processes or propose process improvement to apply work efficiency. On cases where innovation can be part of the solution, s/he will directly manage projects and initiatives.
  • Provide support to ER Manager with Investigations, project management, act as BCP (Business Continuity Plan), creating reports and other related administrative functions.
  • Risk Management Coordinator
  • Lead relevant discussions and coordinates with members of the HR Lead team to ensure compliance, proactively identify and manage risks within their respective teams.
  • Collaborate with the Compliance team to ensure identified risks are properly addressed and resolved on a timely manner.

Key Selection Criteria

  • A tertiary degree in Psychology, HRM or Law.
  • At least 5 years solid experience in a similar HR advisory position within a global organizations.
  • Demonstrated success in supporting and facilitating the development and execution of People planning projects activities in a HR context
  • Solutions focused approach with ability to influence decision making process and ensure HR best practice supported by a record of success in providing a high level of advice and support at an executive level.
  • Exceptional relationship-building skills, including evidence of the capacity to engage with a range of senior HR leaders, to drive cultural change and quality outcomes aligned to organizational strategy.
  • Proven ability to operate autonomously, and to navigate and problem solve matters in a complex and sometimes ambiguous environment to deliver outcomes.
  • A strong understanding of the global environmental challenges relevant to our sector, and the nuances of aligning local and global practices.
  • Excellent writing ability to enable the consultation, development and implementation of policies which align with best practice and legal compliance.
  • Advanced knowledge of employment law and practices in the VN context, and potential impact within a global organization environment.
  • Experience of stakeholder engagement through industrial relations and networking across different levels of government.
  • A passion for continuous improvement and success in delivering initiatives that have resulted in improved outcomes.
  • Excellent interpersonal skills, with an emphasis on effective cross-cultural communication.
  • With experience in project management and commitment to continuous improvement in work processes, to ensure quality outcomes
  • Fluent Vietnamese and English language proficiency
  • Ability to display appropriate behaviors in line with the position, as per the RMIT Values

English Proficiency

English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS General with a score of at least 7.0 (or equivalent, as outlined in the Recruitment, Selection and Onboarding Guidelines).

For any role, English Language Proficiency may also be proven by showing successful completion of secondary education to a level qualifying to enter university study while being instructed through the medium of English, as per the RMIT University recognised qualification list.
