1. Land Clearance and Compensation:
• Register the Project in the annual land use planning of the local government.
• Prepare documentation for land clearance activities of the Project.
• Develop a land clearance schedule, implement and monitor the Company's project clearance progress.
• Control, supervise and support the city People's Committee, the Land Development Center, the city's Department of Natural Resources and Environment, and local wards/communes in organizing inventory, drafting compensation plans, and making payment for land clearance compensations.
• Motivate and persuade residents to agree on counting and accept compensation payments according to the approved land clearance compensation plans.
• Report, recommend, and propose work tasks and challenges encountered during the clearance process, ensuring progress. Provide timely advice to address bottlenecks in clearance issues to the Company's Management.
• Coordinate with competent authorities to plan, prepare, and organize the implementation of forced counting and enforcement of the land acquisition decision.
• Directly manage, assign tasks to department staff, and collaborate with related departments to expedite and complete the work.
• Work with local authorities, organizations, and residents during the clearance process.
• Address complaints and suggestions from residents during the Project's implementation.
2. Land Management:
• Prepare documentation and legal procedures for land allocation and leasing for the Project.
• Process applications for land allocation, leasing, and land-use purpose conversion decisions.
• Conduct procedures to determine and approve specific land prices for land-use fees and leasing fees.
• Advise the General Director on signing land lease agreements, land boundary verification, and land allocation on-site.
• Carry out procedures for issuing certificates on land use rights and assets attached to the land.
• Handle other related tasks.
3. Administrative Tasks.
• Complete and finalize all documents and procedures related to the completion of site clearance projects.
• Manage project dossiers, supervise and monitor the progress of site clearance for the projects under responsibility.
• Synthesize all difficulties and problems arising during the working process, collect the wishes, aspirations, and opinions of individuals and organizations whose land is acquired, and then report the full summary to the leaders, report and propose to the project management board for consideration and direction.
• Guide, explain, and interpret site clearance issues to the people.
• Attend meetings, conferences, seminars, and discussions on issues surrounding site clearance.
• Manage the assigned land area.
• Store and manage site clearance dossiers, assist in supporting land compensation in accordance with the law.
• Develop weekly, monthly, and quarterly work plans and reports;
Perform related tasks as assigned by superiors.
4. Perform other tasks assigned by the Board of Management.Gender: Male.
Age: 25 years and above.
Education: College/University
Major: Construction, Land Administration, Natural Resources and Environment, Surveying and Mapping, etc.
Experience: The ideal candidate will possess a minimum of 5 years of experience in land clearance, with a proven track record of managing and overseeing land clearance projects of increasing complexity and scale. Preference will be given to candidates with prior experience working with government agencies, investors, or consulting units specializing in land clearance.
Knowledge/Professional Skills:
- Proficient in using software: Word, Excel, AutoCAD, etc.
- Knowledge of Land Law, regulations, and legal procedures related to compensation, land clearance, real estate investment.
- In depth understanding of land clearance processes and procedures. Understanding of site clearance, compensation, and land handover.
- Extensive experience in managing and organizing land acquisition projects.
- Ability and experience in negotiation and diplomacy with government departments and local authorities involved in land clearance and compensation.
- Ability to organize and manage work efficiently.
- Ability to assign tasks, monitor progress, and control the workflow.
- Honest, meticulous, responsible, proactive, and quick-witted.
- Good communication skills, establishing relationships with competent state agencies/people and partners, etc.
