1. Competency-Based Recruitment

• Work with HR Manager and Department Managers to understand workforce and capability requirements.
• Translate job requirements into competency-based hiring criteria.
• Manage end-to-end recruitment activities:
  • Sourcing, screening, interviewing, and selection
  • Conduct behavioral and competency-based interviews
• Evaluate candidates against defined competency standards.
• Monitor recruitment effectiveness and propose improvements (time-to-fill, quality of hire).

2. Competency Framework Development & Management

• Collaborate with HR Manager and functional leaders to:
  • Develop and maintain competency frameworks for roles and job families
  • Standardize job descriptions based on competencies
• Support managers in understanding and applying competency frameworks in daily people management.

3. Capability Assessment & Skill Gap Analysis

• Coordinate and support competency and capability assessments:
  • New hires
  • Periodic employee assessments
  • Pre- and post-training evaluations
• Analyze assessment results to identify individual, team, and organizational skill gaps.
• Prepare capability assessment reports and recommendations for HR Manager and stakeholders.

4. Learning & Development Planning and Implementation

• Develop annual and periodic learning plans based on identified skill gaps and business priorities.
• Design and coordinate learning initiatives, including:
  • On-the-job training
  • Coaching and mentoring programs
  • Internal and external training programs
• Track training effectiveness and learning outcomes, focusing on skill improvement and on-the-job application.

5. HR Systems & Process Support

• Maintain competency, recruitment, and learning data in HR systems (HRIS/LMS).
• Support continuous improvement of recruitment and learning processes.
• Ensure accurate data for reporting and decision-making.

6. AUTHORITY & DECISION RIGHTS

• Recommend recruitment criteria, assessment methods, and learning solutions.
• Propose training plans and development initiatives.
• Participate in candidate selection and competency evaluation.
• Request collaboration and inputs from department managers related to capability development.

• 3+ years of experience in recruitment and/or learning & development.
•  Competency frameworks 
• Capability assessment
•  Learning needs analysis and training planning
•  Experience working closely with line managers is required.
•  Strong understanding of competency-based HR practices.
• Behavioral and competency-based interviewing skills.
