Deloitte Southeast Asia’s International Affairs and Development practice is currently accepting applications from qualified candidates for the forthcoming USAID Vietnam Innovative Ecosystems Activity. This Activity will support the Government of Vietnam (GVN) in its effort to enhance Vietnam’s innovation ecosystems by promoting the commercialization of innovations developed by innovators, entrepreneurs and intrapreneurs. To do this the Activity aims to link Innovation Ecosystem Actors (IEAs) like national, regional, and higher education institution innovation centers, Vietnamese owned/operated enterprises, chambers of commerce, business associations, and think tanks to improve the innovation ecosystem business enabling environment. The Activity will also work with and through key IEAs to develop the business acumen and startup skills of innovators, entrepreneurs and intrapreneurs.

Position Summary: The Component 3 Lead will oversee the implementation of Component 3 of the USAID-funded project aimed at strengthening Vietnam's innovation ecosystem to drive the commercialization of Fourth Industrial Revolution (4IR) innovations. This component focuses on developing the capabilities of the National Innovation Center (NIC) to effectively serve as the focal agency for innovation in Vietnam. The Component 3 Lead will play a crucial role in building the management and technical capacity of NIC leadership and staff, fostering collaboration among stakeholders, and leveraging NIC’s central role to enhance the innovation ecosystem.
Key Responsibilities:
Strengthen NIC’s Capabilities and Capacities
- Train NIC Personnel:
- Provide training on innovation and entrepreneurship management.
- Enhance organizational governance skills of NIC staff.
- Technical and Leadership Training:
- Deliver tailored technical and leadership training to NIC staff.
- Empower NIC personnel to be effective facilitators of innovation and productivity enhancement.
- Management and Technical Skills Development:
- Strengthen NIC’s management and technical skills to operate as a one-stop shop.
- Foster the exchange of policies and mechanisms among diverse stakeholders.
- Leverage NIC’s Central Role:
- Utilize NIC’s status as the focal point for Vietnam's innovation ecosystem to strengthen linkages among relevant stakeholders, including international counterparts.
- Facilitate connections and collaborations among local and international stakeholders to enhance the flow of knowledge and resources.
- Expand NIC Sponsored Networks:
- Strengthen and expand NIC-sponsored networks (e.g., Vietnamese diaspora) to provide advice and support to Growth-Oriented Businesses (GOBs).
- Facilitate coaching and mentorship connections through NIC networks.
- Convening Power of NIC:
- Leverage NIC’s convening power to bring together relevant stakeholders to enhance Vietnam’s innovation ecosystem.
- Organize events and forums to foster collaboration and knowledge exchange.
- Support Digital Integration:
- Assist NIC in utilizing digital technology and platforms to serve all innovation ecosystem stakeholders.
- Facilitate access to mentoring, resources, and collaboration opportunities through digital platforms.
- Ensure NIC can assume technical responsibility for any new systems introduced.
- Education: Master's degree in Business Administration, Economics, Public Policy, International Development, or a related field.
- Experience: At least 8 years of experience in managing and implementing international development projects, preferably with USAID or other donor-funded projects. Experience in innovation, technology commercialization, and ecosystem development is highly desirable.
- Skills:
- Strong leadership and management skills.
- Excellent analytical and problem-solving abilities.
- Proven ability to build and maintain relationships with diverse stakeholders.
- Strong communication and presentation skills.
- Familiarity with 4IR technologies and their commercialization processes.
- Language: Proficiency in English is required. Knowledge of Vietnamese is an asset.
- Other: Ability to work in a fast-paced environment and manage multiple tasks simultaneously.
