1 MISSION OF THE DEPARTMENT
The WWF International Regional team for Asia Pacific (AP) is responsible for supporting and providing oversight to WWF International Managed Offices in Asia Pacific comprising of 2 sub-regions: Southeast Asia (Cambodia, Laos, Myanmar, Thailand, and Vietnam); and East & Central Asia and the Pacific (Mongolia and China; Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan and Tajikistan; and Fiji, Papua New Guinea and the Solomon Islands).
The Regional team provides support to Country Directors and their country management teams to ensure that the offices have the required capability and resources to deliver high conservation impact and outcomes while meeting required high standards for operations and project delivery, monitoring and evaluation, as well as pursuing regional funding opportunities and influencing regional actors.
2 MAJOR FUNCTIONS
The Regional Head, Impact, Monitoring and Reporting for Asia Pacific will contribute to the ability of Country Offices (COs) in the region to track and report on project and strategy delivery, in line with the Country Office Division (COD) impact team’s commitments to strengthen approaches to conservation design, performance, and impact monitoring.
The Regional Head will work closely with country and regional colleagues, Planning, Monitoring, Evaluation and Learning (PMEL) colleagues within COs, and the Global Conservation Division (GCD), to strategically monitor conservation impact and support the development of effective impact monitoring at all levels, including at project, landscape, country and regional levels.
The Regional Head will ensure that robust data from WWF projects and programs in the region can be consolidated at the regional and global levels, within WWF’s global impact monitoring and reporting tools. The Regional Head will also develop external partnerships to access and utilize relevant data to systematically track conservation impact using relevant indicators and effectively use evidence for adaptation, innovation and transformational change. They will also represent WWF in internal and external fora and processes concerned with biodiversity and conservation indicators and metrics and conservation standards where appropriate.
3 MAJOR DUTIES AND RESPONSIBILITIES
- Planning
- Lead the development and maintain oversight of the WWF Southeast Asia and WWF East and Central Asia and the Pacific regional strategies, where appropriate, and ensure the related monitoring data are collected in a timely and rigorous manner.
- Support the Asia Pacific COs to develop and update the Office Strategic Plans, PMEL frameworks and annual work plans in line with WWF’s Standards of Project and Programme Management (PPMS).
- Support the Asia Pacific COs with the costing of the strategy monitoring and evaluation plan, ensuring the inclusion of the budget for all monitoring activities in the office, including conservation activities, the Environmental and Social Safeguards Framework (ESSF), Risk, Quality Assurance and others.
- Provide technical guidance to Asia Pacific COs in the development of strategic and project/programme level theories of change, logical frameworks and PMEL frameworks according to PPMS standards and ensure that these are well documented.
- Provide technical advice to Asia Pacific COs and facilitate the process of developing clear and measurable goals, outcomes and indicators for CO strategies, projects and grants, while ensuring alignment to the country, regional and global strategies.
- Supports the development of a structured PMEL framework for all Asia Pacific CO Strategic Plans and all associated projects, in line with WWF’s global PMEL system.
- Facilitates the use of the WWF International PMEL system for project and programme design, in compliance with WWF International standards and policies.
2. Monitoring, Evaluation and Reporting
- Support the Asia Pacific COs with the design of data collection methodologies, tools, and systems to monitor and inform the progress of programmes, projects and grants and Office Strategy in a timely manner.
- Facilitate the use of the WWF International PMEL system for data management and reporting, in compliance with WWF International standards.
- Support the Asia Pacific COs with the collection, collation and analysis of quality data to inform progress and for adaptive management.
- Support the review of information and data collected to ensure it is of quality, accurate and timely to inform decisions.
- Support evaluations and reviews done by Asia Pacific COs, including advising on the appropriateness of approaches and methodologies.
- Ensure adherence to Network-wide and Secretariat-specific policies, standards and protocols.
- Lead the internal and external reporting efforts of the Asia Pacific regional offices as well as their consolidation and or synthesis. e.g., technical reports, impact reports, donor reports and other information from projects and programmes.
- Work in close collaboration with the ESSF Manager and Asia Pacific CO PMEL leads to integrate the ESSF framework and monitoring needs with annual monitoring plans.
3. Learning and Adaptive Management
- Promote a culture of results-based adaptive management in the Asia Pacific COs, including developing a CO learning agenda.
- Active participation in the regional, secretariat and network-level PMEL Community of Practice for sharing and learning.
- Facilitate the quarterly review of progress against the annual work plan milestones for Asia Pacific COs.
- Guide the development of dashboards and other business intelligence products to support learning and tracking progress toward Key Performance Indicators (KPIs) for the Regional and CO Senior Management team to track progress and inform decision-making.
- Coordinate the Asia Pacific PMEL Community of Practice to promote and facilitate dissemination of results, knowledge sharing and collaboration for continuous learning in the country office.
- Support coordination and collaboration with research, academic and other institutions in Asia Pacific developing publications and contributing to conservation knowledge.
4 PROFILE
Required Qualifications
- Master's degree in natural resource management, environment, conservation management, bioregional planning, social sciences, development studies, Statistics, Monitoring and Evaluation or in relevant fields.
- 10 years of practical experience in PMEL methodologies, project cycle management, Quality Assurance, Financial Management, Data analysis and report writing, of which 4+ years should be at the managerial level.
- Advanced training in Monitoring and Evaluation and experience with Result-based management. Familiarity with WWF’s PPMS or the Conservation Measures Partnership Open Standards would be considered an advantage.
- Advanced and proven experience with data analytics and utilising monitoring and evaluation data for impact reporting.
- Knowledge of using Microsoft suite tools (Word, Excel etc.) is a must. Experience using more advanced tools such as PowerBI, Tableau, R, Python, etc. is an advantage.
- Experience in applying Knowledge Management and learning principles.
- Fluent in written and spoken English. Additional languages relevant to the Asia Pacific region would be an advantage.
Skills and Competencies
- Experience in conservation and development, including designing, developing and implementing impact monitoring systems, data collection, analysis and visualisation is ideal;
- Knowledge and experience with best-practice conservation design, monitoring and evaluation approaches and tools for impact monitoring and reporting, preferably in an international organisation or large non-profit organisation would be an advantage;
