- Visionary: Emerge from the internal and external environment an aspiring Vietnam vision and work closely across BC - / Ophthalmology (Ophtha) Teams and Chapters to instill this bold, shared vision and higher purpose across the entire network
- Architect: Empower people and teams to self-organize, prioritize and make great “game time” decisions. Shift focus from tactics to achieve short-term objectives to achieving systemic improvements in the healthcare system through co-creation with government, NGOs, and providers
- Coach: Support employees in the TA/POD and across chapters to better understand how policy directly impacts achieving meaningful improvements in patient access to safe and effective medicines
- Catalyst: Co-create and support team members in realizing the vision and overcoming key hurdles to realize patient-centric objectives. Foster connections for the Policy Chapter across Roche Vietnam, APAC, LMICs and the Global network as well as key external stakeholders
- Deliver the Lower Median Income Countries (LMIC4) breast cancer and ophthalmology system shaping mid term outcomes (MTO’s)
- Promote Roche as a trusted partner for the Government and other stakeholders in healthcare policy to advance standards of care and access to care on BC/(Ophtha) in Vietnam
- Ensure policy strategy to support market access and business to reach common objectives on BC and Ophtha
- Monitor health policy development and identifies priority issues to be addressed with a view to reduce, avoid access barriers or create opportunities to care
- Implement innovation policy strategy, to inform an evidence -based policy debate with a view to enhance patient access to critical care in support of Roche Vietnam's objective
- Enable Roche Pharma Vietnam to achieve life-changing healthcare outcomes for more patients faster through strategizing a robust plan & implementation on Healthcare Policy Advocacy, Policy Shaping and impactful BC & Ophtha Campaigns
- Stakeholders Engagement & Policy Advocacy: Develop deep and long-term relationships with stakeholders (NGOs, key hospitals, insurers/payers, etc) to get early notice of and engage in shaping new healthcare policies and legislation and advocacy. Collaborate with local leadership, BC and Ophta teams and field-based employees to understand and prioritize their external engagement needs, co-create an effective and sustainable external engagement strategy, and execute in a way that maximizes BC & Opthal patient benefits in Vietnam. Strategically and effectively, collaborate with third parties including industry trade groups (e.g. Pharma Group, EuroCham, US-ASEAN Business Council), patient advocacy groups, NPO, and NGO
- Develop appropriate evidence-based messages and communication materials to inform the policy debate, in particular pertaining to healthcare funding and standards of care
- Monitor health policy development and identify priority issues to be addressed with a view to reduce, avoid access barriers or create opportunities to care
- Participate, collaborate with third parties or alliances to bring Roche’s interests to the common ones of the industries
- Bachelor's degree in Health Administration, Health Economics, Political Sciences or Public Policy or relevant business/ life sciences related field. Master degree or doctoral degree is a plus. Additional Business qualification and Market Access experience desired
- 3-5 years of policy experience. Experience in the healthcare sector is highly desirable
- Be characterized by a high level of social competence and are able to accurately record and efficiently communicate in both Vietnamese and English
- Knowledge of Vietnam Pharmaceutical Industry, Regulatory and scientific, familiar with Health Authority structure in VN. Have awareness of local health policy analysis drivers and barriers affecting access among policy makers, key-stakeholders, decision-makers and influencers for diagnostics
- Have robust organizational and time management skills: ability to effectively lead and complete multiple priorities and projects
- Be familiar with Agile Methods, have strong ability to work in a matrix and collaborative environment; design thinking & initiative, work independent with high accurate data and timely manner, deliver results & solution orientation
