Position Summary
The key focuses of the Assistant Manager, Reporting and Tax are:
To play a key role in month-end closing process and to ensure accounting records are compliant with Vietnamese and International accounting standards, laws and regulation, especially tax authority requirement and university's policies and procedures and to provide quantitative, accurate and timely information on financial performance and position of the University to Management.
To ensure a high quality of compliance across the tax function in adherence to local tax laws and regulations as well as university's policies and procedures.
Reporting Line
Reports to: Associate Director, Finance Operations
Key Accountabilities
Leadership and stakeholder management
Responsible to build and maintain a culture of integrity, continuous improvement and high performance through daily activities with a focus on increasing process efficiency.
Ensure strong networks and relationships with key internal and external stakeholders both in country and with RMIT Melbourne including but not limited to RMIT staffs, vendors, suppliers, professional consultant and tax authorities.
Lead and deliver tax training program for the finance as well as non-finance staff.
Manage, develop, recruit, retain the assigned subordinate. Setting direction and guidance to subordinate as needed to stay on target; ensure all deadlines ae meet and consistent service.
Manage the team's activities in the absence of Accounting Manager as required.
Accounting and reporting
Ensure that the management both in country and RMIT Melbourne are provided with accurate, timely financial statements on a monthly basis in accordance with Vietnamese Accounting Standards and/ or International Financial Reporting Standards and University policies and procedures.
Provide meaningful executive analysis of University financial performance through monthly financial statement its variance analysis.
Lead Accounting team to close monthly and yearly account to ensure closing procedures are properly implemented by all accounting functions adhering to set closing timetable.
Oversee all accounting transactions posting and its reconciliation in accounting system ensuring effective control and compliance with Vietnamese Accounting Standards and University policies and procedures.
Lead and accountable for reconciliation on balance sheet account to provide the strategic recommendation ensuring robust control of balance sheet account.
Oversee and maintain the general ledgers and all related accounts with proper documentation and records; perform entries to the general and subsidiary ledgers to assure accuracy and compliance with the University policies and established accounting principles; Ensure deductible and non-deductible expenses are properly captured and classified when recorded.
Be subject matter expert in accounting treatment including but not limited to revenue/ expense allocations, accruals, amortization of prepaid expenses to ensure accrual accounting and matching principles are abided. Control and monitor the approved allocation drivers and run monthly allocation.
Manage the royalty fees and administrative fees with RMIT Melbourne.
Provide strategic direction and advice on accounting treatment to team members, focusing on compliance and tax minimization in consultation with Senior Manager, Finance.
Key accountability in both external and internal audit process with the goal of achieving clean audit report
Ensure the accurate statistic reports are submitted to local authorities on time.
Optimize the usage of the University's cash position to ensure the availability of cash for university operation while maximizing benefits derived from its cash holding.
Other task to be assigned by supervisor.
Tax
Oversee and manage tax audit.
Key Accountability in corporate tax reporting and compliance.
Oversee and ensure the accurate and timely submission of monthly, quarterly, annual tax reports and statutory reports including but not limited to Value Added Tax (VAT), Foreign Contractor Tax (FCT), Corporate Income Tax (CIT).
Manage monthly irregular Personal Income Tax (PIT) and provide tax declaration report for Human Resources Department.
Contribute to strategic tax planning in the University focusing on tax compliance and tax minimization.
Provide executive update to management on tax risk control.
Lead new updates on accounting, tax regulations and practices.
Act as subject matter expert in tax rule & regulation as well as tax treatment & implication to provide advice and guidance on tax treatment focusing on tax compliance and tax minimization.
Manage the discussion and negotiation with professional consultation firm regarding tax advisory services.
Lead the tax health check and other tax services carried out by appointed professional firm.
Control and Compliance:
Manage all accounting records in accordance with Vietnamese Accounting Standards and University policies and procedures.
Identify areas of improvement and make recommendations in payment process and system application to drive implementation and enhance internal control and services.
Ensure tax reports and supporting documents are complied with tax laws and regulations to ensure clean audits.
Be active and key member of Reporting and Tax team to develop and maintain awareness of finance and tax processes and its requirement throughout the University.Key Selection Criteria
Degree in Accounting or Finance
Good background and working knowledge in accounting environment in a medium to large multi-national organisation (Minimum five year experience with at least three years' experience in similar position).
Demonstrated experience in using and applying accounting principles and standards, tax laws and regulations and internal control; Comprehensive knowledge of current tax regulation (Value Added Tax, Personal Income Tax, Foreign contractor tax and Corporate Income Tax).
Ability to work independently and within a team with a flexible approach to the work environment. Ability to work under pressure and prioritise completing demands.
Commit to a high quality customer service approach within the workplace.
Strong interpersonal, communication and negotiation skills, with the ability to work effectively with internal and external clients, in order to identify and solve problems causing non-compliance
Demonstrated knowledge and experience in using Accounting software such as Sun system and/or standard Microsoft Office applications such as Excel, Microsoft Word.
Ability to display appropriate behaviours in line with the position, as per the RMIT Behavioural Capability Framework (Connectedness, Commitment to Excellence - Improve and Simplify; Imagination and Innovation; Impact; Inclusion; Agility). English Proficiency
English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS General with a score of at least 6.5 (or equivalent, as outlined in the Recruitment, Selection and Onboarding Guidelines).
