To work with Viet Nam Administration of Disease Prevention (VADP), and other stakeholders to develop the One Health Master Plan in Viet Nam for the period 2026-2030.
Background
Building on and expanding from Viet Nam Partnership for Avian and Human Influenza (PAHI), the One Health Partnership in Viet Nam (OHP) was launched in March 2016. This initiative brings together national and international governmental and non-governmental stakeholders under the leadership of the Government of Viet Nam to address One Health (OH) challenges collaboratively.
To operationalize the OHP, in 2021 the Ministry of Agriculture and Rural Development (MARD), as the chairing Ministry of the partnership framework, collaborated with the Ministry of Health (MOH), the Ministry of Natural Resources and Environment (MONRE), and other Development Partners to develop the OHP Master Plan for Zoonoses 2021-2025. This Plan, jointly approved by the three ministries in March 2022, serves as a guiding document outlines key priorities for human and animal health, incorporating lessons learned from the National One Health Strategic Plan for Zoonotic Diseases (2016-2020).
In August 2023, Viet Nam conducted the International Health Regulations (IHR) - Performance of Veterinary Services (PVS) National Bridging Workshop (NBW). As the results of the NBW, a joint national roadmap – referred to as NBW roadmap- was developed to strengthen intersectoral collaboration and coordination, and to enhance the implementation of the OHP Master Plan 2021-2025.
In July 2025, the Viet Nam One Health Secretariat sought technical and financial support from the Quadripartite – comprising the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO), and the World Animal Health Organization(WOAH) to support Viet Nam the renewal and extension the OHP Master Plan 2021 – 2025 beyond 2025. This renewal plan will align with, and tailor activities outlined in the BNW Roadmap.
Support from the Quadripartite includes the recruitment of a national senior consultant to work with relevant government partners and stakeholders to develop OHP Master Plan 2026-2030, ensuring that it integrated and builds upon the NBW Roadmap activities.
Deliverables
A final version of the National OH Master Plan 2026-2030, which focus on strengthening multisectoral coordination and collaboration, prevention and control of zoonotic diseases, antimicrobial resistance (AMR), food safety including foodborne diseases, and the plan integrated and builds upon the NBW Roadmap activities to be submitted on 15 May 2026.
A final consultancy report to be submitted to WHO latest on 31 May 2026.
Qualifications Required
Qualifications, experience, skills and languages
Essential: An advanced degree (master’s level or above) in public health, medicine, social science, or related field from an accredited/recognized institute.
Desirable: Specialized training or education in monitoring and evaluation of public health
Experience Required
Essential: At least 7 years of relevant experience in Public Health.
Desirable
Experience in working and coordination with Departments under the Ministry of Health or relevant Ministries.
Experience in WHO or other relevant international agencies related to One Health, Zoonoses, AMR, and Food Safety.

Language Requirements
Effective communication and writing skills in English.
Knowledgeable in English for public health related majors.

Location:
The consultant will work remotely from home or from the WHO office (Hanoi) and meet relevant stakeholders to collect data/information.
Duration:30 working days intermittent from 24 February 2026 to 31 May 2026
Travel
The Consultant may be required to travel upon request from the responsible officer and HSE team lead.
