1. Annual Budget Planning & Implementation

• Collaborate with Accounting to develop the department’s annual budget.

• Submit for approval and ensure execution within approved limits.

• Monitor expenditures and recommend adjustments when needed.

2. Procurement Management

• Review and approve purchase requests and proposals submitted by staff.

• Monitor procurement progress to ensure compliance with quantity, quality, and delivery timelines.

• Resolve supplier-related issues and manage risks in the supply chain.

• Evaluate and approve suppliers; maintain and update the list of strategic vendors.

• Negotiate pricing, discounts, and terms based on purchase frequency and volume.

• Source suppliers from international markets (especially China) to optimize cost and quality.

• Handle import procedures in accordance with regulations.

• Develop and implement purchasing strategies to ensure operational efficiency.

3. Team Management

• Assign tasks and evaluate team performance.

• Provide coaching, training, and professional development for team members.

• Review and adjust workforce plans based on business needs.

• Propose internal changes such as transfer, promotion, commendation, or disciplinary actions.

• Develop and maintain standard operating procedures and training materials.

4. Other Duties

• Perform other tasks as assigned by the Board of Directors.

Yêu Cầu Công Việc

• BA in Business Administration, International Business, Supply Chain Management, Mechanical Engineering, or a related discipline.
• At least 5 years of proven experience in a similar managerial role in procurement or supply chain.
• In-depth understanding of technical procurement processes, especially in the field of mechanical equipment, machinery, and production systems.
• Strong command of both domestic and international purchasing procedures, including supplier sourcing, quotation requests, price analysis, contract negotiation, logistics coordination, and payment processing.
• Well-versed in internal corporate procedures, including documentation standards, payment regulations, and approval workflows.
• Prior experience and knowledge in international sourcing and import operations are highly desirable.
• Excellent analytical and decision-making skills, with the ability to evaluate technical quotations and recommend cost-effective purchasing strategies.
• Professional and confident communication skills when dealing with local and international suppliers.
• Strong cross-functional collaboration skills; able to work independently under pressure with a logical, detail-oriented approach and effective multitasking.
