Location: Hanoi / Ho Chi Minh city
The IT Planning Team plays a pivotal role in overseeing the Business Management Function, encompassing IT planning, strategy coordination, financial management, IT portfolio management, and resource management for both the IT and IS departments. This function serves as a central hub and its scope extends across digital transformation, operations, and the Information Security group responsible for driving risk advoiding initiatives within the region.
Develop the department's objectives to align with the bank's business priorities and missions.
Formulate relevant business plans and strategies, driving them to achieve established objectives.
Establish and monitor departmental KPI targets and the Balanced Scorecard, assessing performance against targets.
Prepare, collect, analyze, and interpret internal and external data to create financial, operational, and project reports for management and senior management consumption.
Implement a structured IT Portfolio management practice.
Organize, coordinate, and track IT programs, projects, and operations while providing management reporting.
Develop and maintain a structured management reporting framework.
Lead and oversee IT audit and regulatory examinations, conducting fieldwork and determining management responses.
Prepare and review periodic regulatory examinations and reports in accordance with the governance of the State Bank of Vietnam (SBV) and local regulations.
Oversee the department's financial, budgetary, and tax management.
Ensure compliance with prevailing Financial, Taxation, and Head Office policies, guidelines, and operating procedures.
Implement structured oversight of contracts, SLAs, and vendor relationships from a financial, budgetary, and Technology governance perspective.
Develop and implement a structured resource management framework for human resources and budgetary sustainability and adequacy.
Drive process innovation and automation in financial management workflows to optimize efficiency.
Yêu Cầu Công Việc
Hold a university degree or master's degree in Computer Science, Management Information Science, Commerce / Business Administration, Banking and Finance, or an equivalent field.
Proficiency in English, with upper intermediate and advanced levels capable of fluent, flexible, and effective communication for all purposes.
A minimum of 10 years of working experience in mid to large-cap banks.
Strong experience in planning and coordinating with both business and IT teams to establish IT strategy and provide regular tracking/reporting.
Significant PMO experience and/or Portfolio Management, program, or project coordination within the Technology Department.
Solid knowledge and experience in IT financial management, budgeting, and resource allocation.
Proficiency in cost management and optimization.
In-depth understanding of Vietnam's local regulatory reporting requirements.
Profound comprehension of strategic IT planning and compliance checks.
Basic understanding of banking systems.
Fundamental knowledge of hardware, middleware, networks, and cloud-based solutions.
Basic knowledge of system security and cybersecurity.
Basic understanding of traditional banking products and operations as a domain of business knowledge.
