Mô Tả Công Việc

JOB PURPOSE:
• The Head of IT Portfolio and Project Management is responsible to manage the delivery of a strategic IT projects or program to meet schedule, budget, and quality based on Sun Life’s global standards and metrics. This position oversees the project scope, milestones and dependencies across multiple stakeholders and also perform change management activities and support communications including team calls, agendas and materials. The Program Lead keep track, measure and report project costs, performance issues and risks, and support the management of financial, contractual and operational commitments of all IT projects or programs driven by Sun Life Vietnam.
• This leadership level position will be required to make decision on IT projects and programs, work closely with cross-functional business areas and all other IT teams including Regional Office and Corporate teams. Additionally, he/she will assume a leadership role by managing all IT Project Managers which include spearheading all strategic projects ensuring to provide business value, operational improvements and keeping pace with current technology trends of the industry.
• This role will be also responsible for consolidating, running, and driving the continuous evolution and improvement of Sun Life’s digital transformation, and accountable for the continuous optimization of the IT Project or Program budget. This role will drive the transformation to the next generation digital business with close alignment with the architecture, application and security teams to drive adoption and improve Cybersecurity protection. Additionally, the role will need to work closely with Regional Office and Corporate to manage the relationships and operational integration of third-party/external vendors, Software-as-a-Service (SaaS) providers, and other platform vendors.
• Besides, this role also support the CIO in providing the vision and roadmap for the next generation digital enterprise strategy and provide transformation strategy to the IT programs, projects, and operations, aligning the technological changes with the IT and business strategy. This role will work with senior leadership to set the technology direction, help to define the target state and the corresponding roadmap to achieve that from the current state.

MAJOR ACCOUNTABILITIES:
1. Leadership (15%)
• Provide technical leadership of the department
• Set strategic direction, vision, and roadmap for the IT programs and or projects driving the digital transformation
• Up to date on market trends to explore how emerging technologies can benefit the company, and decide the most suitable migration plan from existing technologies
2. Resourcefulness (15%)
• Strong stakeholder management and change management to ensure new technologies introduced are adopted seamlessly with expected return on investment
• Handle multiple tasks and priorities effectively to ensure changing business needs and regulations/guidelines are fulfilled according to required timeline
• Ability to work in a fast-paced environment and able to manage multiple programs and projects regional and Corporate governance

4. Innovation (10%)
• Thinks “out of the box” and develops creative solutions to complex technical and process problems
• Review existing work processes and identify new ways of working and/or improvements to have continuous efficiency improvements
• Analysis the details of problems and identify hidden issues which cause productivity loss. Derive smart actions to expose these hidden issues and identify corresponding solutions to resolve them
• Continuously evaluate and identify the most suitable model to run IT programs, projects, with reference to the market trend and competitors in insurance industry
5. Program and/or Project Management (45%)
• Responsible for overseeing the IT programs/projects and alignment with Leadership team to define project scopes, goals, and deliverables, balancing strategic objectives with organizational capacity and internal client needs.
• Review and/or create a portfolio repository of active, on-going IT projects as well as the business strategies and tactical plans for the upcoming fiscal year.
• Support tracking and management of open projects, aligning with project working team on a regular basis, day to day management of resources, target setting and accountability for IT Project delivery.
• Establishes and governs appropriate IT Project Management standards to be used by the project teams; works with the project teams to ensure processes, procedures, templates, and tools are configured for ease of use.
• Manage demand and capacity of the onsite and offsite project teams; determines changes to team composition as new projects are added or projects are removed.
• Plan and implement change management work as project deliverables are rolled out, including activities such as training, communication, and documentation.
• Identify potential risks, evaluate their impact, and develop risk management strategies to mitigate negative consequences and ensure project success.
• Foster a positive and collaborative work environment, encouraging teamwork, open communication, and knowledge sharing among project team members.
• Direct and motivate cross-functional teams, providing clear and concise instructions, guidance, and support throughout the project lifecycle.
• stay up-to-date with industry trends, emerging technologies, and best practices related to life insurance, identifying opportunities for innovation and process improvement within projects.
• Ensure project deliverables meet/exceed the project sponsor's specified expectations, ensure project activities and deliverables adhere to Sun Life’s quality standards
• Perform annual budget and resource planning for all IT programs, projects with the other IT team leads and CIO

COMMUNICATION SCOPE:
• Internal – works closely with senior management and respective stakeholders to enable communication. Foster interdepartmental cooperation.
• External – establishes and maintains working relationships with technology suppliers. Develop industry-related professional contacts. Actively participates in industry-related seminars and workshop.

MANAGEMENT SCOPE:
• Total number of direct reports: 4
• Total number of staff managed (direct and indirect): 12 – 20 (following the growth of business)

METRICS:
• Finance metrics (revenue, budget managed, etc.): Infra and Operation budget, actual spend vs budget
• Other metrics (specify): Infra and Application SLA, Infra and Cloud delivery following agreed roadmap and plan
• Travel required (express as % of working time): To be determined

EDUCATION AND EXPERIENCE:
• Proven professional experience (at least 7-10 years) as a Project Director or similar senior project management role within a life insurance company or financial services environment in managing Information Technology projects utilizing project management methodologies and associated processes, practices, and deliverables
• Successful track record building out a matrix organization, including managing budgets and creating Key Performance Indicators (KPIs) used to manage the business
• Outstanding verbal and written communication abilities, capable of interacting effectively with all levels of the organization.
• PMP certified, Scrum certified, or demonstrated similar training and proven experience in implementing and driving multi-million dollar programs or projects in multi-national life insurance companies.
• Strong ability to define project management, change management, and operational processes to maximize efficiency of the project team.
• Solid business acumen (business case development, benchmarking, competitive analysis, capabilities, and process mapping) and an ability to team with diverse groups.
• Strong exposure to dynamics of banking and insurance industry, or consumer oriented businesses.
• Experience to lead an information technology consulting team in a multinational system integrator firm is highly desirable
• Undergraduate degree in information technology or engineering from a recognized top tier international university.
• An advanced degree from a premier international business or engineering school is preferred.
• Solid verbal and written communication and fluency in English
