CRITICAL ACCOUNTABILITIES

MAJOR ACTIVITIES

• Lead, develop, communicate, and implement the strategic direction of DCD
• Preside over the Division's annual operational plans and targets based on the strategic of the entire bank (revenue, profit, costs...) and the Division's annual budget based on the medium and long-term development strategy of DCD to ensure competitiveness, suit the demands of customers, markets, partners and collection management targets assigned by the BOD/CEO.
• Allocate business targets to Centers/Departments under the Division, and at the same time control and support Managers/Center Heads in developing and assigning KPIs for staffs.
• Monitor progress and adjust annual strategy/action plan as necessary based on the basis of closely following market conditions, industry trends, competitors, customer needs and regulatory changes from regulatory agencies, strategic partners.
• Lead in developing the Division's organizational model and business model to enhance market competitiveness and achieve short-term, medium-term and long-term growth and profit goals.
• Develop debt collection management strategy, framework, policies, regulations, debt collection processes, collection models and methods, and collection data and collection systems
• Lead in developing appropriate debt settlement strategies corresponding to product groups, overdue days of loans and manage implementation.
• Attending the Bank's related councils and approve matters within its authority as regulated
• Attend EXCO meeting, Strategy Council, Strategic Planning and ALCO meetings as well as other Executive Board and Board of Directors meetings if necessary.
• Preside over the development of management policies, systems of regulations, processes, professional regulations, quality standards and quality indicators for the business processes of the Block; establish data governance and data management standards, policies and processes for data governance and data management of the Block

Business Management

Operation Management

• Lead and develop day-to-day debt collections operations such as call center, field visits, skip-tracing, legal recoveries, enforcements, and collateral sales.
• Monitor the development and implementation of appropriate strategic initiatives to enhance competitiveness within the market and achieve short and long-term profit and growth goals
• Targets & Development goals
• Manage large and complex bad debts, direct the implementation of files with large outstanding debts, complex cases and approve debt settlement measures in accordance with the bank's requirements and regulations.
• Approve debt settlement plan according to authority
• Responsible for reporting on debt collection and debt settlement of the Divisions to direct line managers and authorities.
• Direct and manage the organization of auctions/direct sales of Collateral Assets recovered by Debt Collection Centers/Departments.
• Direct and manage the monitoring of reports on debt status and work results (including but not limited to: operational reports, receivables, debt collection reports, operational reports, etc.) to provide appropriate guidance and direction.
• Direct and manage the work with the litigation agencies (if necessary) on debt settlement measures (Court, Enforcement, Police) to promote settlement and ensure effective debt settlement.
• Monitor the compliance with internal and external policies
• Direct and supervise the application of limits and risk management procedures in accordance with the Bank's regulations from time to time

Improvement & Innovation

• Co-operate with business and operational departments in the bank to continuously improve and optimize working processes within DCD, with other divisions of the bank and external partners
• Innovations: lead appplying Robotics, ANI and GenAI into collection activities

Resources Management

People Management

Implement the necessary leadership and management to enable direct and indirect subordinates to achieve the goals of the Division and the bank.

Develop staff and head-count plans, human resource allocation. Work in collaboration with HR to develop recruitment, training, succession planning, career development roadmap, recognition employees, performance management for employees in DCD

Internal training organization

Approve the plan to implement internal training activities as proposed by Bank's Collection Operation Management Departments/Learning Academy for DCD staff.

Corporate Culture

Act as a role model in building corporate culture. Ensure the correct and full implementation of corporate culture implementation plans; employees understand and apply consistently corporate cultural values, behavioral standards

REQUIREMENTS

Bachelor Degree (prefer Master degree) in Business, Statistics, Economics, or similar.

Minimum 10 years of experience in legal, finance, banking...

Minimum 5 years in senior management position, minimum 5 years of management experience in debt collections or recoveries in banks or financial companies.

Experience of having 500+ FTEs under management

Experienced in both Collection RB & SME, secured and unsecured: Full Product coverage for RB & SME from unsecured to secured incl cards, mortgage, business loans etc

Experienced in both Early & Late collections

Experienced of using PDS, sim-gateways, robotics/generative AI/ANI is plus

Functional (Financial acumen; Project Management; Risk Management)
