About the Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas development program and helping and Australians overseas. DFAT provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About Australia’s gender priorities in Vietnam
The Australian Embassy in Vietnam takes a whole-of-government approach to equality, encompassing development activities, policy dialogue and public diplomacy. The Australia in Vietnam Equality Strategy 2022-2027 launched in November 2022, addresses equality for people of all genders, gender identities and sexual orientations, ethnicities and ability.
About the position
The Senior Program Manager is responsible for contributing to the development and the implementation of DFAT’s work to promote equality institutionally and programmatically, through advocacy efforts and with partners. Focus areas include women’s economic empowerment (WEE), ending violence against women and children (EVAWC) and support for institutional reform. The Senior Program Manager will work closely with Gender Specialist to ensure programs are aligned with whole of development program objectives and equality priorities.
The position is also responsible for overseeing the implementation and monitoring of a portfolio of activities; and for ensuring compliance with the DFAT’s aid management procedures, and Government of Vietnam (GoV) requirements.
The key responsibilities of the position include, but are not limited to:
· Manage the delivery of regional and bilateral development programs in assigned areas of responsibility, including management of program budgets, supervision of program activities, management of risk, monitoring and evaluation.
· Oversee program designs, reviews and procurements.
· Manage contracts and financial administration, including ensuring compliance with Australia’s legislative, financial and administrative frameworks, and Australian Government policy requirements.
· Produce high quality reports and briefings and on programs and their progress.
· Ensure disability, social inclusion and climate are appropriately mainstreamed in program activities.
· Build, strengthen and maintain relationships with relevant counterparts and stakeholders within the areas of socio-economic development.
· Prepare or contribute to research, analysis, reporting and correspondence, including for the Ambassador, DFAT Executive and Australian delegations; and provide talking points for speeches, presentations related to program or assigned topics of responsibility.
· Develop and deliver communications products and activities such as social media posts, speeches, media talking points, and events.
· Participate in and represent DFAT as required in forums and meetings, including high-level program governance activities.
Selection Criteria
Qualifications/Experience
· Tertiary qualifications in development, gender, social studies or other related field/s and/or relevant work experience in development programs.
· Demonstrated experience in design, development, and execution of development programs or activities at community, provincial and national levels.
· Demonstrated understanding of gender, disability and/or social inclusion. Understanding of women’s economic empowerment, gender based violence and/or social policy would be an advantage.
· Experience working or partnering with a bilateral or multilateral donor in Vietnam and sound understanding of Vietnam’s ODA policy and processes
· Demonstrated leadership, upwards management, and organisational skills.
· Excellent written, verbal and cross-cultural communication skills in both English and Vietnamese.
· Attention to detail, familiarity with Microsoft Office and budget management skills.
· Demonstrated understanding, or ability to acquire a solid understanding, of relevant legislation and policy frameworks in both the Australian and Vietnamese systems.
· Experience conducting high-level interpreting between Vietnamese and English would be an advantage.
